Strategic Partner ProfilesParticipation of strategic partners is essential for the success of the Telecenter. For the sake of this chapter, strategic partners are defined as those participants that will have a physical presence in the telecenter and thereby are a source of shared technology and expertise. The following is a brief profile of the key strategic partners to Phase I of the telecenter project.Klamath-Lake Employment Training Institute
Klamath-Lake Employment Training Institute (KLETI) is the lead agency for the Work Connection, a cooperative project among local employment development agencies to deliver comprehensive job search and job training services to employers and the public. During Phase I of the project, the telecenter will be housed in the existing Work Connection facility.
KLETI, the Work Connection and their partners provide services to businesses through the following types of activities;
- Posting of job listings
- Maintaining on-line and hard copy recruitment materials
- Screening of qualified applicants
- Provide facilities for interviews and or meetings
- Providing aptitude assessments
- Developing customized training programs
- Providing outplacement services for employees affected by downsizing
KLETI, The Work Connection and their partners provide services to job seekers through the following types of activities;
- Training and coaching on job search skills
- Training and coaching on resume preparation skills
- Training and coaching on interview skills
- Training and coaching on career path planning
- Providing access to technology to support job search activities
- Providing career counciling
Klamath Community College
Klamath Community College (KCC) intends to locate its computer skills and business management courses in the Telecenter. In addition, KCC will provide equipment that can be used for distance learning activities. On May 21, 1996, the voters of Klamath County overwhelmingly approved formation of Klamath Community College Service District with a 79 percent affirmative vote. In addition, they agreed to establish a $3.5 million tax base to operate the district.
On July 1, 1996, Klamath Community College Service District joined Oregon's largest education network. There are now seventeen Oregon Community Colleges, including three service districts. Klamath Community College Service District contracted with Rogue Community College for educational services. During the first year of operation, the District offered three one-year certificates to students: Business Assistant, Computer Software Specialist and Criminal Justice. Oregon Institute of Technology also contracted with KCCSD to provide general education courses, Student Health Services, and Library Services. Classes were conducted in facilities rented from Klamath Falls City Schools and Klamath Falls County Schools.
During the initial year of operation, Klamath Community College Service District provided services to approximately 3000 students. In July 1997, KCCSD contracted with Portland Community College for educational services. In December 1997, the Oregon State Board of Education approved the Charter for Klamath Community College and in January 1998, authorized the Klamath Community College Board to award degrees and certificates. In March 1998, Portland Community College and The Oregon State Board of Education approved the KCCSD curriculum. The College continues its relationship with Portland Community College and Oregon Institute of Technology to serve students in Southern Oregon and Northern California.
Oregon Institute of Technology
Oregon Institute of Technology (OIT) is viewing the telecenter as the site for their proposed center for applied technology. Oregon Institute of Technology, the only public institute of technology in the Pacific Northwest, provides degree programs and educational opportunities in the applied sciences and technologies that prepare students to be effective participants in their professional, public and international communities. Six objectives are central to our mission:
- Provide degree programs in engineering technologies, health technologies, management technologies and applied sciences that enable graduates to obtain the knowledge and skills necessary for immediate employment.
- Enable students to be effective communicators, responsible citizens, and lifelong learners by assisting them in the development of critical thinking and problem solving skills, and ethical and cultural awareness.
- Offer continuing and distance education and advanced professional studies to meet the emerging needs of today's citizens.
- Provide informational and technical expertise to regional, state, national, and global publics in applied research.
- Develop and maintain partnerships with public and private institutions, business and industry, and government agencies to ensure quality programs that meet the needs of students and the organizations that employ them.
- Provide statewide access through the Institute's Klamath Falls and Portland operations to address the needs of the Oregon workforce.
Klamath County Economic Development Association
Klamath County Economic Development Association is the lead agency for the Business Development Resource Center, a cooperative project among local economic development agencies. The Klamath County Economic Development Association (KCEDA) is a private, non-profit corporation chartered to foster and develop responsible industrial activities in the Klamath Region.
KCEDA's goal is to bring economic vitality back to the Klamath Region! The overall objectives of KCEDA are:
Meeting these objectives will:
- Recruitment of new manufacturing and industry to the area
- Retention of existing business and industry
- Expansion of existing business and industry
- Create and retain primary jobs in the Klamath Region
- Diversify the area's economy
- Expand the County's tax base
- Develop employment opportunities to retain youth and the trained labor force
- Continue economic growth while maintaining our quality of life
- Promote coordination among private and public agencies and the cities and towns of the Klamath Region
- Expand marketing projects to promote the Klamath Region
Klamath County Library
The Klamath County Library has viewed the telecenter as a resource to help fulfill critical parts of their overall mission. Included in that mission are increased access to technology and the integration of technology and traditional sources of information.
